Yes.

Just depends on when your name comes up and what's been chosen/filled up in front of you.

When your name gets drawn from the proverbial hat, they go down the list 1, 2, 3 until you have either exhausted your choices or you have a choice that has an avaiable tag (or tags if you have buddies on your card) in that hunt date.

It's a little more complicated than that probably, with the resident/nonresident guided/nonresident not guided, but that's pretty close.
